Council of Voices

The Council of Voices includes representatives from the most influential spheres of Y’Matara’s political and economic life. Though it answers ultimately to Sethet-Ka, its decisions shape daily governance across the city.  

Seats & Members

 
First Voice
  First among equals; voice of the council. Appointment by divine will or majority of Viziers.  
Voice of War
  Commander of city defence and military policy, usually taken by the High Priest-General of the Order of Sekhrem-Ra.  
Voice of Gold
  Advises on trade, taxation, and merchant law. Usually a Guildspeaker of The Gilded Hand.  
Voice of Flame
  Speaks on religious authority and purity law. Often a senior priest or ash-vigil of the Order of Sekhrem-Ra.  
Voice of Scrolls
  Speaks on arcane regulation and education. Usually the Archmagus of the Shemsu-Ra.  
Voice of the River
  Speaks on customs, dock fees, and foreign shipping. Usually the Guildspeaker of the Guild of River's Bounty.  
Voice of the People
  Represents the Worker and Slave castes. Sometimes a populist noble or chosen speaker of the lower classes.  
Voice of the Blood (3)
  Hereditary nobles or landholding families. Maintained by prestige, bloodline, and tribute.   Additional temporary seats may be granted for emergencies, visiting dignitaries, or divine omens.  

Power Dynamics & Influence

 
  • Political Intrigue: Seats are won by appointment, bribery, threat, or favour. Allies rise; rivals fall. A Voice’s success lies in their web of influence.
 
  • Factional Ties: Most Voices lead or are deeply entwined with other factions, using their power to shape city policy in their favour.
 
  • Noble Power: Y’Matara’s nobility does not rule by default, but noble families often compete for Council seats as the clearest path to power.

The Council was formed in the earliest days of Sethet-Ka’s rule to provide balance and guidance—ensuring that no one arm of Y’Matara’s power grew so mighty as to threaten the stability of divine law. Its seats are offered to the most powerful figures in the city—those whose voices carry entire districts.

Open Conflict
