Voðeren remnants of Frostreach, who turned to raiding as the empire collapsed, dominate the northern seas of Telgren. Raiders threaten coasts as far east as Relvetsia and as far south as Valerier. Their looted wealth makes the Voðeren by far the strongest power in the north, with bands of raiders capable of toppling kingdoms.
