Watcher Elite
The Watcher Elites are split into four groups: The Shadows, The Protectors, The Blackguard, The Whispers
Watchers that become Shadows infiltrate cities that they believe are a lost cause and cannot be brought into “the light” and will kill those with power in the community allowing the Regulars and Teachers to brainwash the normal citizens who may still be swayed.
The Whispers infiltrate cities much like a Shadow but instead of killing those in power they try to influence their decisions or try to put someone in power the order will be able to control.
The Vakra, roughly tanslating to "loyal protector", are the only elites to be seen by the general populace and are typically seen guarding important figures within the order or guard locations deemed important by the order, though depending on circumstance they will be given orders to destroy a town or city in the name and benefit of the order. They are broken up even further into three sub-divisions: Tombguards, Temple Guards, Clerical Guard
The Blackguards are the best of the best within the Elites. They are recruited from the other three divisions of the elites after they have shown immense loyalty the cause and have shown excessive amount of skill and their main job is to root out any of those who may betray the order, they are also sent to towns or cities that the order wants destroyed but doesn’t want to be connected to and so they will team up with the Shadows to eradicate their enemies.
