Principality of Perym
The Principality of Perym is a longstanding Cetyvetsian (Relvetsian) nation, both sovereign and not, which has recently fallen into a rather tenuous position. Perym was intially under sway of the Grand Republic of Sklovosk, an early mercantile state which arose during the 12th century SC, and was one of the earliest centralized nations in Relvetsia. The Grand Republic of Sklovosk, while essentially a city state, held large amounts of territory along the rivers of Relvetsia under its sway and monopolized the seaborne trade flowing from Relvetsia. Henceforth, the tribes of the Perym region began paying tribute and eventually consolidated into a confederation.
However, the heyday of Sklovosk wouldn't last, and Relvetsia was eventually unified as a monarchy by forces of the Grand Principality of Norovosht, another early state. Sklovosk itslelf was destroyed by 1162, and the Relvetsian Empire declared in 1193, but Perym was left in an unclear situation. As their treaty with Sklovosk declared that they pay tribute to the ruler of Sklovosk, not the state itself, that could mean they were now tributaries to Relvetsia. However, it could also be interpreted that Sklovosk, no longer being sovereign, did not have a ruler, de jure. During this period, however, Relvetsia payed little attention to the north as they were engaged in wars to their south. This left the confederation to its own devices throughout the early 1200s. However, succession disputes arose and a faction of chieftains emerged which sought the support of Relvetsia. In 1256, a force of 8,000 Relvetsian soldiers invaded and captured the principle city of Perym. They established Micali Velikoyvyr as the first Prince of Perym. As a prince, Micali had some degree of autonomy under the Relvetsians, but not as much as before. However, as a highly autonomous region, Perym was largely left to its own devices as it was not very profitable for the crown. With a small population mostly engaged in trades that were difficult to tax, such as herding and subsistence agriculture, Perym was unable to raise much of an army. Only the capital region had much of a settled presence, and this was only because of small amounts of trade flowing from the Talvinen river.
While the Relvetsian Empire was engaged in further wars during the 1300s and 1400s Perym was largely ignored. Without any outside forces pressing centralization on them and with the Princes' powers fairly limited, Perym remained a relic of older times. Culture, art, and technology was stagnant and the people largely lived in poverty. The population also remained stagnant despite peace in the region. This lack of progress in the region was an annoyance to the Relvetsian Emperors, who wished for more taxes from the region, but there was little they could do with constant war in the south. However, with the end of war, the Perym problem was finally able to be addressed. Citing "gross incompetance and failure to collect taxes", the Perymese domain was shrunk and the Voivode of Severostok was established in the more prosperous western sectors, along the river. This voivode, being non-heredetary, was much easier to control and therefore allowed the Emperors to project power better. Encouraging settlement from the Veltsian-populated central regions also helped as the Cetyvetsians were pushed to the side.
The Principality of Perym would continue to suffer as Relvetsia began to fall apart during the Goldern Age of Raiding. The establishment of the Konuger of Sarsvinger would consistently raid the far off coasts, hitting riverine trade hard and locking Perym off from maritime trade routes to Grenholl. The capital region also saw extensive depopulation as raids travelling upstream periodically threatened, extorted, and occasionally sacked the capital. Deurbanization saw Perym continue to stagnate well into the 20th century. With the fall of Relvetsia to the Empire of Ã…avens Relvets, Perym simply stopped paying taxes and has been essentially ignored for the past several years.
