Iššinate of Šūtūmuddê
The Iššinate of Šūtūmuddê is a young nation established in the south of the former domain of the Divinity of Bēlqūašdu. Wrought with internal issues, it has also been beset by foes from all sides and remains in a state of, essentially, siege. Šūtūmuddê is a combination of parts of 3 different autonomous regions, plus parts of the Ešērate of Aḫīalbu's de jure lands. It is currently ruled by a monarchy of Ursumar descent, but had a majority P̄hækhan population.
History
The region of Šūtūmuddê was an autonomous part of the Divinity of Bēlqūašdu which was established to manage the P̄hækhan regions which they conquered directly instead of tributizing. However, it was ruled by an Ursumar Ešēra appointee and had a bureacracy which was mixed between Ursumar humans and Parbhyanu elves, and despite laws. The region was mostly prosperous because the P̄hækhan had largely been subjugated and the only independent nations on their border were the solar elven kingdoms, so after the conquest was complete the only military action it saw was troops marching through to attack trolls.
This situation remained unchanged for some time, with Šūtūmuddê being far from any active wars. However, after the defeat of Bēlqūašdu by centaurs, their empire began to crumble and Šūtūmuddê was left de facto independent. Under pressure from both the Ešērate of Aḫīalbu and the Grand Republic of Annišāḫūtu to capitulate to their sides, Šūtūmuddê's governor instead decided to crown himself a king and go it alone. Backed by the elven population, he merged the nearby autonomous region of [tbd], but this was mostly nominal as the Aḫīalbu vampires had secured most of the lands. Despite skirmishes between the two, the de facto borders have remained in place for over 20 years, as both sides are worried about Annišāḫūtan intervention.
Šūtūmuddê also took advantage of the tiny autonomous region of [tbd], especially important because the region sits right between the two lakes and is the most efficient route for the transport of goods between them. This move was met with anger by the Aimaur population, but Šūtūmuddê's troops have been able to keep them pacified. What hasn't been pacified is the neighboring Kingdom of Kāmxiraš. This state was born from small stretch of land directly owned by Šūtūmuddê along the coast of the lower lake, and it would break free under the leadership of the P̄hækhan populace and unite with neighboring tribes to form a powerful, modernized threat to Šūtūmuddê.
