The Seven Petal Council
The Seven Petal Council is the governing body of the Tiashan Empire. This council reports to, advises and directs Empress Sumadera Otsune in the capacity of empress. The council has seven members, known as 'petals', two from each of the three provinces and one that claims no province. The Empress makes up the eighth unofficial member in times where her opinion is paramount to voting.
The council gets its name from the white and purple orchids that grow in Tiashan. It has seven purple petals that surround a beautiful white center, hence the seven council members supporting the empress. The council is also sometimes referred to as the Council of Orchids.
Each council member resides at the capital Saragar for at least a three month period out of each year. During this time the council convenes daily to discuss matters of import and to settle major disputes. During the rest of the year they often travel the empire meeting with judges, magistrates, and other governmental seats to set decrees and hear the people's words, concerns, and issues. During this time, the empress may call on the council to gather for impromptu meetings.
When the council meets together at the capital, they do so in the Chamber of Progress, on the imperial palace grounds.

- Kaneda Togai, a human man, of the southern province.
- Yao Chang, a tortle man, of the northern province.
- Kabeera of the Sands, a half-orc woman, of the southern province.
- Adachi Leaf, non-binary gnome, of the middle province.
- Idara Song, human woman, of the middle province.
- Brosu Sundatte, dragonborn man, of the capital.
- Mazi Lu, human woman, of the northern province.
