The Sky Lords

The Sky Lords was a collective name given to the administrators of the great Aerial Hubs during the age of the Four Aerial Courts. These were not civic rulers as such, deferring to other local forms of government, but they had special responsibility for the operation of aviation in and around their cities.   Each city conferred its own local title on the individual responsible for their airport but in many ways the role of these widely separated Sky Lords was the same everywhere and thus they belonged to a common world wide culture as much as they belonged to their own city. The four titles in use in the age of the Four Aerial Courts are listed below.  

Appointment

The Sky Lords from each of the Four Aerial Courts were (or still are) appointed by the respective rulers of their cities.

Duties

The Sky Lords were responsible for all aspects of aerial traffic. They had wide powers and collectively they were at the very heart of the organisation of the Four Aerial Courts.   In the simple matter of day to day operations the Sky Lords would of course delegate to junior officers, but they were expected to supervise the organisation of the berthing and flying schedules of the many airships which constantly crossed the land and oceans between their cities. They were charged with looking after the facilities for crew and passengers, collecting taxes and ensuring that any disputes between rival vessels were settled equitably. More than that, they took an important advisory part in the meetings between the rulers of the Four Aerial Courts helping them to reach mutually beneficial agreements on trade and transport.
