Great Padishah
The ruler of Oceanus and head of the Grand Padishate is the Grand Pashidah.
Qualifications
Should any Pasha's wealth be valued as rivalling that of the Grand Padishah, that Pasha could issue a social challenge for the title. This challenge involves grand (even by Marid standards) exhibitions of the Pasha's assets, contested by a simultaneous display of the Grand Padishah's.
The winner is decided by a combination of objective quantity and subjective value. In some cases, a formal vote is collected among all the Pasha, including the Grand Padishah, but more commonly it's a more qualitative matter of public opinion as to whose wealth is greater. If there is no obvious winner, the incumbent keeps their title.
Duties
The Grand Padishah is responsible for organizing the forces of Oceanus against its enemies and the enemies of its allies. As well, the Grand Padishah retains the responsibilities of a normal Pasha, hearing the complaints and attending to the prosperity of their Pashate.
The wealth of the Grand Pashidah is said to indicate the prosperity of Oceanus as a whole. Therefore increasing and protecting their affluence is the Grand Pashidah's highest priority.
