Pasha

A noble rank in Oceanus, denoting an individual whose wealth grants them both power and responsibility over an area of land and the folk who live in it, known as a Pashate.

Qualifications

Like the tides, the term and appointment of a Pasha is a changing thing. A pasha will necessarily spend their wealth to maintain their pashate, and almost inevitably, this leads to a depletion of wealth that elevates another citizen above them in terms of capital power.
  Such an individual could take over the pashate simply by assuming the role and taking active responsibility. It can also happen somewhat passively, by citizens of the pashate beginning to approach this individual instead of their previous pasha. In such a shift, the borders of the pashate could also shift to better centralize the new pasha's dwelling.
  A well-liked Pasha, however, finds little difficulty maintaining their position, as their wealth is supplemented by gifts, and potential rivals maintain an assisting role when the pasha's capital runs low.

Requirements

Oceanus' plutocracy carries an extremely flexible definition of wealth. It is generally agreed that while friendship, memories, and other suchlike hold value, discussion of political positions is generally referring to a physical accumulation of material wealth.
  Coins are possibly the least-valued form of this wealth, being uninteresting circles of metal, whose weight in great quantities makes them inconvenient for trade. Treasures which are more demonstrably or visually impressive are usually appraised at a higher value. And, while physicality is still a key and core element, having a story or history associated with the item can elevate its value further.

Responsibilities

As the wealthiest individual in an area, a pasha is responsible for ensuring that area's general wellbeing. The pasha's resources may be petitioned for everything from simple home repair and food sharing to moderating trade agreements and judging criminals.
