Enclave of Waters
The gnomish plutarchy is focused on trade and construction. On good terms with the Sea Elves and the Argon Empire means they are well protected against many other nations. Morally they are often disliked by many religions as the rich have many wives. As such they tend to follow an unusual sect that worships the Venetsir, but according to the precepts of Saint Marhin the Stalwart. They also worship the glowsquid as a symbol of Saint Marhin.
Structure
The houses of the enclave run much domestic production. About two thirds of individuals work for one of the houses in some capacity. For example, the family of Patick runs smaller ship building in Rupak, but also runs estates for production of meats and timber harvesting south of town. They have deals with the family Yogith who runs mining, but also estates of orchards and vineyards.
Each of the large houses will have a representative in the council of lords. They gain the representation by granting a gift of significant value to existing council and take up responsibility for some public work system. The head of the council rotates every five years to a new counselor. It is managed by votes and bids.

The Architecture of the enclave is heavily decorated, with interior doors often being heavily embroidered fabric barriers split down the middle. The rich flaunt their wealth by supporting theatre's and plazas an all manor of businesses.
Clothing for men is often of fine local wool gathered just below the knee for high boots or high stockings. Open shirts or vests are often embroidered with animals. Even lower class individuals will tend to wear simple vests with some home done embroidery. It is popular for women to wear stiff rough linen blouses, embroidered with abstract flowers. Green being a popular recent color. Women also tend to wear loose pants with similar embroidered edges.
Poetry and Theatre is especially popular in the last decade. Such displays are getting increasingly elaborate during the founders memorial day. Great baths in the ocean with celebrations of Water Jousting are also had this day.

Prayers are written with charcoal on bamboo strips, and include a sacrificial piece of work, which are thrown into the fires on that night to take their prayers to the heavens.

About half the population and the ruling class is made primarily of Jeweled Gnomes. Fire gnomes, Halflings and humans make up much of the remainder with Dwarves and Elves being limited to the edges of society.

Military
A fantastic fleet, with several families of sorcery inheritors. They rely more on their business prowess, and the need for good ships either made or repaired than their military. Their military is more often thought of as a Navy than traditional land army.
Agriculture & Industry
Like other southern nations of Bellflower rattan and bamboo are common to be used in furniture and tablewear. Bamboo is also used to make decomposable walkways in muddy areas near waterways.
