Requirements
The only requirement for Speaker laid out in the Charter is that he must have served under the authority of a Technocrat for at least five years.
Appointment
A Speaker is elected by vote. A campaign typically lasts one or two years before the election, and continues until the last vote is cast. Each world or moon votes as a block, and the Technocrat in charge delivers the result of his peoples' votes to Luna in person. A simple majority is all that is required.
Duties
The Speaker for Mankind is conceptually a face for united humanity when dealing with other species, and a manager of collective human will.
Responsibilities
The Speaker's office writes laws to be approved or altered by the United Body. He then sees to the execution of these edicts.
Benefits
The Speaker's word is essentially law, within the constraints of the Charter.
Grounds for Removal/Dismissal
While it's never been done, technically a vote by 75% of the United Body or a unanimous vote by the Technocrats could prematurely end a Speaker's term.
