Covenant of the Allied Stars
"Protecting the galaxy my ass, you can´t even protect one fucking Planet." -Richard Roe criticizing Airi for the Covenants absence during the attack on New ColossusThe Covenant of the Allied Stars, also simply known as the Covenant, is a major galactic empire spanning almost the entire Orion Arm. Despite almost all protagonists solely working for the Order of the United Colonies, the Covenant is nonetheless of great importance in the narrative of TERRA AFTER EARTH.
Structure
The Head of this organization is the so called High Chairman. Every decision that the high council makes has to be signed and approved by him. The High Chairman always had been a genetically altered Amun, able to rule for an entire millenia. After many species criticized that only an Amun could be leading the Covenant, the High Council compiled a draft by which the High Chairman now could be elected by the founding species, even including their species as potential candidates.
The High Council in this case is a small council of either founder species and/or species that have the biggest territories within the Covenants borders and thus, the biggest influence. This Council usually makes the decicions that are affecting the entire galaxy.
Next comes the lower council, made up of either smaller species and/or species who just joined like Humanity. Their decisions usually have to get approved by the high council first, and are mostly just affecting their territory.
On a military scale, the Covenant solely relied on the Roc, who were collectively acting as their military, however after their homeworld Aquila got destroyed and the surviving Roc fled to the Depots, the Covenant was virtually defenseless and had to build up an army consisting of several species who were mostly conscripts from all over the galaxy. This was called the Solidarity Defense Pact, an army that in no way could achieve the supreme power that the Roc used to hold.
The only real defense that the Covenant had back then was the Vanguard Fleet, a large fleet of 200 of the most advanced spaceships in the entire galaxy patrolling the core systems. However, as this fleet was used as a defense mechanism, it was never really used to show dominance.
Culture
As a society that is consisting of thousands of different cultures, it is hard to determine a specific culture within the Covenant. Interestingly, only about 23% of their entire population live on Multi-Species Worlds like Dunia or Aciel, with the rest living within their respective territories within their own culture. Since the Covenant is an economically oriented Trade Union first and foremost, many individuals living in the Covenants main capitals are businessmen, often receiving special training on how to interact with other species. Many Covenant citizens however have been observed to be rather friendly, often very open about their nature and showing curiosity towards other races.
Public Agenda
The Covenants ultimate goal is to unite the Galaxy peacefully under a single banner. Other secondary goals include rebuilding the interstellar infrastructure after the Regression Wars, establishing free trade among all Covenant races, equally distributing territory for colonial or mining uses and bringing peace to species that happen to be at war with eachother.
Assets
Since the Roc are no longer capable of posing as their military, the Covenant had to establish the Solidarity Defense Pact, which allowed the High Council to demand a so called military contribution from Species that had a certain GDP, making their assets into that of the Covenant. The Covenants own noteworthy military asset would be the Vanguard Fleet, consisting of about 200 highly advanced spaceships meant to defend the core systems.
However, despite their lack in military strength, the Covenant is by far the biggest empire in the entire galaxy, controlling over 3000 Species who each control about 1 to several thousand star systems, only being rivaled by the Columbia Federation controlling the galactic core.
History
12.000 years ago, there was another galaxy spanning empire called Central Galactic Union, led by the Roc and the Keaddan. After a major war however, their empire collapsed as the Roc used an array of giant machines to spread several bioweapons throughout the galaxy as well as destroying the interstellar infrastructure by causing several thousand stars to go supernova. The bioweapons caused entire populations to either become infertile or regress into their primal forms (hence Regression Wars), while the many black holes and white dwarfs meant that the Void Drives installed in every spaceship were rendered useless, due to them relying on nearby stars. Many empires were lost back then but some managed to survive, even being able toreach their former glory.
12.000 years later, many species affected by the regressive bioweapons had either been immune to them or evolved back into their modern forms, even beginning to colonize other planets. The Amun, a species of large, black reptiles discovered that their homeworld Amunaara was in fact just a former colony of their once greater empire. Inspired by their ancestors, the Amun began to colonize planet after planet, offering their technology to every new species they could find. The first Species they met were the Roc, genetically modified warriors created to defend the galaxy from a then unknown threat. Since the Amun wanted to rebuild a galactic society and the Roc were meant to protect it, both eventually cooperated, resulting in what we know today as the Covenant of the Allied Stars.
Disbandment
In the second Pangalactic War against the Columbia Federation, the Covenant eventually had to surrender as their core Systems got completely overrun by the Americans. That day, the Covennat officially had to disband as instructed by their terms of surrender. For exactly 23 hours, 14 minutes and 7 seconds, the Covenant was no more, however their victory was only short lives as the Columbian Federations President Peter Irons got executed by his adopted son Michael Barnes, thus revokung the Covenants initial surrender. After the war, the Covenant was rebuild with a stronger focus on military power, as they had learned that they cannot defend the galaxy with just diplomacy alone.
Military
As stated, the Vanguard Fleet poses as the Covenants military presence in space. Next to the Solidarity Defense Pact, there´s another Multi-Species Organization called Allied Stars Office of Intelligence (ASOI), a secret service tasked with observing potential threats like the Azura and acting in the Covenants military interest if necessary. As the Covenant could not officially interfere during the Gaja-Crisis, they sent an ASOI Agent first to assist humanity against the Star Spawn.
