Villain Teams, Criminal Organizations, and Syndicates

in Section Four: The Villains!

While the saying goes "There is no honor among thieves" ... it doesn't always hold true. Some criminals find that their odds of completing a job or dealing with one of the vigilantes - also called 'Capes' - is often better when they work together.   These are some of those organizations and groups that prefer to work as a group against heroes instead of going it alone.
