If you're going to operate on our turf, that's no problem.
But you have to operate by a few strict rules.
Black Mask Rules in Metropolis

shove off
Monikers and panache are mandatory for capers around here.
Number 2
Hospitals and schools
are
off-limits.
If someone ignores that limit, then the White Masks will also ignore certain limits. And then the profit margin shrinks. No one wants that.
Number 3
Incapacitate, yes; kill, no.
Same reasons as Number 2.
Number 4
Flag National Bank Building has a Dibs List. CHECK THE DIBS LIST!
It's a favorite target. If your unscheduled attack interferes with a slot where someone else called "Dibs", you are now fair game for any bored Rogue.
Number 5
Proven Rogues only
can directly call out
