The Dragons were a twin superhero duo from Baltimore, Draco & Smooth. They were famous around their city and had become local legends. They'd been protecting people from the time of their early teens but didn't officially suit up until they were 17. Their mother knew of their superhero activities and couldn't be more proud. They were very successful, having defended the city from out of control fires, criminal organizations, super villains and the like. None were more dangerous than the villain Dismember, a super powered serial killer.
They had been trying to catch him for months when he tricked them, causing them to go out miles away on a wild goose chase. To their horror, they got an alert to Dismember broadcasting one of his victims on tv. It was their mother, he had figured out their identities and wanted to eviscerate them. So he taunted them while they rushed back to her as fast as they could. But it was no way they could make it in time, people watched as the twins cuddled their mothers broken body. Other heroes consoled them as best they could, but couldn't get through their pain.
They found Dismember, and tortured him for weeks before they ripped out his spine. They didn't try to hide it, cops found the body and fingerprints and they had to put a warrant for their arrest. They happily go after super villains, serial killers, anyone they see as unforgivable and slaughter them. Some heroes do try to apprehend them while others conveniently miss them.
