His skin is rough and hard, has an appearance similar to an alligators.

Emilio came a very rich family in Chile, incredibly wealthy. Emilio suffered for nothing, having everything given to him on a whim of his adoring parents. He always quite smug and well aware of his wealth compared to others. He went out of his way to rub it into the lower classes whenever he could. He often would use his allowance money to pay poor kids to do something incredibly dangerous or harmful just for his amusement. Many people wished for the day Emilio would get his comeuppance.

On his birthday his parents bought out the beach on Emilios request, for what they thought was a huge birthday bash. They arranged for all kinds of entertainment on the beach, so everyone could play as long as they were invited. They even bought gates and security for the event. Emilio invited all the kids to come see his birthday, and knowing how rich he was, knew it would be fun. When they got there they realized he didn't put a single person on the list. He invited everyone to watch him play by himself.

After everyone left he was filled with happiness for pulling off that joke. Even his parents sent the security home, and with everyone blocked from beach access, the vendors went home to. It was just Emilio and his parents on the beach, when a scuba diver a couple miles off the coast accidentally triggered an old WWII bomb. Causing a tsunami, they couldn't get away in time. Both of his parents drowned but his latent powers activated. Water surrounded him but didn't touch him, he actually could push it away.

His power couldn't save the family lawyers stealing his inheritance away, he somehow pissed them off too. He was left penniless and homeless, without a single friend in the world. So he grew up thieving, and eventually resorted to killing those trying to get his money back. He killed every lawyer who ever touched a dime of his money. Over the years his skin grew hard and callous resembling an alligator, and people began calling him Leatherskin behind his back. The only reason he didn't kill them to was because he liked it.

He saw his parents drown in front of him, they were the only people who could ever stand him. He regrets not being able to do anything to this day. Due to the trauma of seeing his parents die he has manifested an allergic reaction to water.

He knows how to get under peoples skin, being well versed in mentally torturing and putting people in impossible situations.
