Peaks Village
Generally speaking, no one live near Aloumetri Peak because of the unpredictable seismic activity. The people in Peaks Village are the exception to that general rule.
It's not even that close to the mountain, but it's the only spot within visual range of the peak where people actually live. Sort of.
The actual location of Peaks Village changes frequently because the local instabilities make it so that it can't stay in one place for long. Most people live in caravans or other mobile homes, but for legal purposes the town mayor does make an effort to build a few basic actual buildings out of relatively cheap materials. No point making it well when it will last at most a few months. There's usually no electrical or plumbing involved, just the basics of a standard building that they make over and over again to satisfy requirements for what defines a town in Vielene/Valgrozna.
Becoming a resident of a town that doesn't actually reside anywhere is a bit tricky. They tend to get a lot of hangers on who insist they're part of it, but they have their own requirements. This is important because since having at least a little monitoring of the Peak is important so the citizens get a special stipend from the government, and also usually make extra money from scientists looking to do studies.
As such, they have residency requirements, contributions made to the buildings that are required, and other such things. The mayor is important because they keep a careful log of who actually lives there and who's had their RV parked at the edge of town for the last three months. Most of the thrill-seekers don't care, but there are a few people there for the tax benefits who get pretty snippy, so the local police force is pretty well established.
