Memory Snapper
Sometimes you just need something to clear the mind of those who just saw you do something crazy.
Agent-y Types and SIVIC in general tend to be rather nomadic. I only know of a handful of agents who remain in one place for their whole career, and more than 50% are cycled around to multiple locations a year. One of the big reasons for this is to maintain anonymity. It's hard for your neighbors to find out that you're an agent with superpowers if you're only there for three months and there's not even enough time for a potluck.
Even with simple measures like that taken, sometimes people see things that SIVIC doesn't want them to see.
A/n: To be completely fair, Ruby Gray also has one of these that she uses regularly. Despite the general culture of "I didn't see nothing" that surrounds most superpowered activities and identities, sometimes you just wipe their memories and move on.
Hence the memory snapper. It's designed to be precise. There are some models that actually nudge the mind to create memories in the gap so that the person doesn't even know something is missing, but those are expensive. The average memory snapper simply takes back a preprogrammed amount of time.
There are a number of risks that go along with this. Brain damage is fortunately not one of them, but the risk that the person discovered or arranged something important to them in the interim stint is. For example, you use someone's front door to clobber a villain, and your mask falls off, so you wipe five minutes or so. Unfortunately, the person had started supper and turned the oven on and now they don't remember this. Emergency shut-off switches are a big sell feature for modern ovens, by the way.
