The Brotherhood of ash
The brotherhood acts as Eldian's will in the world, they can communicate with them through the volcano in Ulkilde or through small glass orbs the leaders carry which contain constantly molten rock. The Brotherhood are technically separate from the rule of Varisar but they have a good relationship with Ferrath the 3rd and will often do what he says or act as his enforcers.
