Lhegar
The city of Lhegar used to be one of the largest cities on the continent, it is now stricken with a deadly plague. The spires of the city rise out of what used to be a swamp, rivers and canals run all throughout the city. The population of the city in recent times, due to the plague has decreased by about half, this is because of the plague killing people as well as the famine that followed due to lack of trade and people to work the land and the death of most of the fish in the bay.
With the arrival of the Plague of Lhegar the government collapsed, most of them either died or retreated to their manors to weather it out. However this did not work as the plague has not stopped after 2 years. This has led to the rise of the Arcadia cartel and the Church of the Deep who have grown to fill the power vacuum.
The Arcadia gangs make their money by charging protection on people and protecting them from looters and plague victims, they also manage to smuggle things in and out of the quarantine that has been placed around the country. They are the most organized party in the city and run their parts much as before.
The Church has a different method, they are the only party able to produce any large quantities of food in the city and nobody is sure how they manage it. This food has grown their popularity with the common population from a fringe sailor cult to the predominant religion in the country. They run the areas they control using public good will and notices spread through their priests. some people say that the most devout followers of the religion also get sick less then others which has prompted a large number of conversions.
