Rouge has controlled the Battle School and its raiders for many years. When the assassins moved to the steppes and hired themselves out independently, Rouge saw the opportunity to make an embassy in Azure's Kingdom to facilitate them continuing to profit off of the raiders and assassins. With increased traffice between Scarlet and Jaune and Azure all passing through the natural geographic bottle neck, the embassy had found its home.
