Volaris
The floating city of Volaris was built near the backdrop of the Ridgemar Wilds, which have helped shape the city to what it is today. The skyline is crowed with tall towers and they clearly show what they represent to the city itself. Science and development is flourishing in Volaris and it has attracted a lot of attention. Heading directly south will lead one to the capital city of Krimore.
While the Ridgemar Wilds loom 2,000 feet below, the entrance to the city can be found within. A small grove with ancient ruins reveals old runes with unknown imaginable power. These ruins ran underneath the city and were eventually discovered to be connected to an ancient mechanism that served as the city's main source of power. Nobody really understands how it works, just that magick can help it function. As long as the runes are fueled with magick and connected to the city's main source of power, the city can remain floating in the air. An unknown culture has left their mark, not just on the city's development, but also the city's identity.
Demographics
The elves of all cultures make up 50% of the city's population, while tieflings make up 32%, halfings represent 10%, and humans are only 8%.
Government
Laken Ailas Ravayra is fond of this city, having massive celebrations each month in honor of one of Light Oracles. He takes his position as an important reminder that everyone has one life. After surviving the last rebuilding of the city, Laken Ailas chose to keep the morals of the city high while he dealt with the weakened structure of the government.
The Board of Steam was designed to create the laws of the city, which could only be activated upon Laken Ailas' approval and signed into power. If the laws effected the land to the point that Rajah Haryk Ralorona had to step in, Laken Ailas would forward the newly voted on laws to the Rajah for approval before being signed into power. Each member of the Board of Steam has to be approved by Laken Ailas, and while the board is made up of nobles, not every noble is right for the job.
The other nobles are allowed to govern within the Board of Steam, but only if they qualify for it. Those who are not permitted to govern often run beauty parlors, griffin races, or even hold charities and grand balls. Lower class citizens are allowed to come, but are only guests. They can donate their coin to the charities to help improve their community as well.
History
Built in the year 752 BC, Volaris was just a tiny village, barely able to make ends meet. By 700 BC, the village was known for its farms and working toward building more homes and farms in an attempt to expand. Unbeknownst to the villagers, an adult black dragon was making a nest in the Ridgemar Wilds. The dragon saw the expanding village as a place for food and attacked on the regular, stealing horses, cows, and sheep for sustenance. During a raid, the dragon was attacked by annoyed villagers and sought revenge. It used its acid to melt the village and leave the place a desolate place. The villagers were left with nothing while wallowing in their despair. The dragon, realizing it no longer had any food, left the forest and the villagers were able to recover what little they had left. With the help of neighboring villages, Volaris was able to be reconstructed into a small town.
One hundred years later, the town was invaded by an army of Underdark elves. It was unknown where they came from. All that remained of Volaris were the demolished or burning buildings. Farms had been set ablaze. The Datu said to rebuild once more, making their small town out of stone and brick instead of wood.
The now large town was blossoming in the year 500 BC, having started investing in the industrial side of the kingdom. People flocked to the city, urging their families to come along for new opportunities. This was around the time the serial killings picked up. Humans, elves, dwarves, and anyone similar found themselves caught in a terrifying nightmare that revolved around people going missing. It took a decade of searching for the missing people to discover that a necromancer warlock had made her home in the city and wanted to take over for the riches she would soon have. The people that went missing were found to have be turned into zombies, or worse, experimented on to make patchwork zombies. Graveyards had been robbed, homes were destroyed as the zombies and patchwork zombies shuffled through the town, looking for anyone to feast upon. With another destroyed town, the Datu at the time was ready to give up. However, the townsfolk weren't. They rebuilt the town again, modifying it to be a city.
In the year 243 WoS, the ancient ruins in the Ridgemar Wilds was found and mages began to study the runes that were located there, following them in to the tunnels of the ruins that flowed underneath the city. The arcane elves discovered that when the runes were activated they merged with an ancient mechanism that once activated with magick would emit a strange pulse that began to push the city into the air, separating them from the dangers of the surface below. As the city rose, Laken Ailas, who was in charge, took everyone's concerns to heart and began advising the mages to deactivate the runes.
Once deactivated, the city fell from the sky and caused massive around of damage, from toppled buildings to fractured parks. The city folk saw the damage and knew they were in danger if another threat happened to pass by. Laken Ailas instructed the mages to explain what the ruins were and why the city rose like it did. Upon learning of the ancient mechanism, Laken Ailas decided to raise the city again, hoping that the city would remain protected from outsiders. The city began to rise for a second time. Those on the ground guarding the mechanism noticed that underneath the city was made up entirely of metal with strange furnaces that ejected fire and pushed the city into the air.
The city stopped moving at 2,000 feet in the air, and river that flowed through the city continued to flow off the sides and functioned normally as a waterfall. With arcane knowledge, the elves modified ships to come and go from the city using the waterfalls as an elevator of sorts. Besides the use of flying ships, this was the only way in or out of city and has remained active to date.

Such an interesting and full of history settlement! I am very curious about the mechanism. If it ever stopped working things could go south pretty fast. I really liked the diversity you introduced for the disasters the city had suffered, especially the serial killer one ( I'm normal I promise!) Also I love Macondo, the font you are using - it's the main font in my fantasy world as well xD
