- The Household (Domus Imperatoria): The Emperor's personal power base, a shadow government loyal only to him, existing outside the traditional structures. Its currency is loyalty and ruthless efficiency.

The Great Prefectures: The Sinews of the State

The grand machine of our Empire is kept in motion by the Prefects—a class of appointed officials who serve as its vital sinews and gears. These are not ambitious politicians climbing the Cursus Honorum; they are masters of their craft, experts chosen for their proven skill and unwavering reliability. Their authority is focused and immense within their given domains, ensuring the heart of the Empire not only beats, but beats with a strong, steady, and powerful rhythm.
I. The Great Prefectures of State (Imperial Administration)
These are the pillars of our central government, the highest-ranking Prefects whose authority is second only to the Emperor and the Consuls in their respective domains.
- Praefectus Urbi (Prefect of the City): The Warden of the Heart. The Praefectus Urbi is the executive responsible for the administration and security of our Capital. They command the Cohortes Urbanae, manage municipal functions, and ensure the Emperor's peace is kept. III. The Military & Provincial Prefectures
These are vital command and administrative roles within the military structure and in the untamed territories of our growing Empire.
- Praefectus Castrorum (Prefect of the Camp): A senior veteran officer within a Legion, typically third-in-command, responsible for the logistics, fortifications, and daily operations of the legionary camp. While the Legate plans the battle, the Prefect of the Camp ensures the legion is fed, equipped, and ready to fight.
- Praefectus Cohortis (Prefect of a Cohort): An experienced officer, often of Equestrian rank, who is granted the honor of commanding an entire Auxiliary cohort. They are responsible for forging our non-citizen soldiers into a fighting force worthy of standing beside the legions.
- Praefectus Fines (Prefect of the Border): The vanguard of our civilization. When new territory is brought under the wing of the Resurgent Eagle, this trusted official is appointed to administer and pacify the frontier, establishing Roman law and preparing the territory for full integration as a province.
The Factions (Factiones)
The Senate is not a monolith. It is a writhing pit of competing interests, informal alliances that shift like the desert sands. A new Senator will find themselves immediately courted, threatened, and tested by these powerful blocs.
- Optimates ("The Best Men"): The old guard. They fight with appeals to tradition, procedural delays, and the immense weight of their ancestral names. Their goal is to preserve the Senate's supremacy above all.
- Populares ("Favoring the People"): The ambitious challengers. They fight with fiery speeches in the Forum, the threat of mob action, and by aligning themselves with the Emperor's authority to bypass the Senate. Their goal is power, and the people are their ladder.
- The Equites ("The Merchants"): The pragmatic center. They fight with coin, funding the campaigns of their chosen politicians and using their vast economic influence to lobby for stable, pro-business policies. Their goal is profit, and they will side with any faction that guarantees it.
- The Militaris ("The Veterans"): The iron heart. They fight with blunt, direct arguments for strength and expansion. They often form a powerful voting bloc on any military matter, demanding more funding, more legions, and more aggressive foreign policy.
