Our History in Brief: The Shattered Eagle & The Resurgent Eagle


Our narrative begins in the twilight of a fallen age. The Eagle of Rome, once a symbol of law and might, was shattered—its pieces sold to the highest bidder, its name used to justify corruption, its legions becoming little more than glorified bandits loyal only to coin. Power was bought, justice was a commodity, and honor was a forgotten language.

From these ashes, SPQA rose as a defiant rejection of that decay. Led by Emperor Marcellus, we are founded not on conquest, but on a principle: that the state must be a shield for its people, not a sword against them. Our founding document, The Covenant of the Resurgent Eagle, is the sacred pact that binds us to this purpose. We are the Resurgent Eagle, soaring not as a bird of prey, but as a guardian.

The Government: A Republic Within an Empire

The governance of SPQA is built on a careful balance of authority and representation, designed to prevent the rise of the tyranny we escaped.

The Emperor: The Imperator is the ultimate guardian of the Covenant, the final arbiter of justice, and the commander-in-chief of its legions. His authority is immense, but it is bound by the sacred duty to protect the state and its people.

The Senate: The true deliberative heart of SPQA. Composed of citizens who have proven their worth, the Senate forges law, guides policy, and holds the magistrates accountable. Auctoritas—influence born of wisdom and experience—resides here.

The Cursus Honorum: The Path of Honors. This is the ladder of public service, from the financial stewardship of the Quaestor to the judicial power of the Praetor, culminating in the supreme executive authority of the Consul. In SPQA, this path is earned through merit, dedication, and election. It cannot be bought.


The Military Doctrine: The Shield of the Covenant


The military of SPQA is a professional, disciplined force loyal to the State, not to any single man. Its purpose is to protect our borders, our people, and our principles.

The Legions: The citizen-soldiers who form the backbone of our field army. Led by the disciplined and respected Centurionate, they are the embodiment of SPQA's strength and resolve.

The Cohortes Urbanae: The Guardians of the Capital. Before any thought of praetorians or palace guards, we established this force to ensure the peace and safety of our citizens at home. Their duty is to the people first.

The Auxiliaries: Non-citizens (Peregrini) have an honorable path to citizenship through military service in the Auxiliary cohorts. Upon completion of their term, they are granted the Diploma Militaris, conferring full citizenship upon them and their families—a promise of inclusion and reward for faithful service.

Society & Citizenship: The Heart of the Empire


In SPQA, citizenship (Civitas Romana) is the highest honor. It is a prize to be sought, a status to be cherished, and a responsibility to be upheld. It is never simply handed out.

We recognize that a strong state is built by many hands. Therefore, we have established multiple Viae ad Civitatem (Paths to Citizenship). While one may earn their place through the honorable Via Militaris, another may do so through the Via Civica by contributing their labor to our great public works. Another may prove their worth through the Via Mercatura as a skilled artisan or merchant, strengthening our economy. Another still may follow the Via Officiorum, serving in the state's administration.
