Lord - Reketta
A noble in Rekettan culture is sometimes dignified away from the more loose idea of a higher noble in royalty. A common noble is different in a way similar to how a supermarket has a different power than the mayor. A royal house like Rum or Dragon is ruled by a recognized crown of king, and so therefore even sometimes called "Crown of Dragon" instead of merely "House of Dragon". Either may suffice, but compared to Blade or Hunt, they are only a House in the way of an enhanced and empowered family clan and a service of theirs. These are ruled by the rekettan use of 'Lords' rather than old lineage of a monarch, and may be passed on in different ways, with often less powers and more left to negotiations. A decent example is that House Rum and Fang both share the same regional area as part of Amber Island, but Rum has more swinging power than Fang in how the common folk should conduct themselves. Likewise, Rum holds more responsibility for safeguarding that region. Each crowned region is given a permitted and expected standard for some military force power, while entities like Fang, and Mind are recognized imperial nobles without cause to weaponize. Houses of Blade and Hunt are both exceptions, with armed forces that answer and obey mostly to that of the Empress' region directly.
A reketta lord's responsibility is to provide a duty, service, or institution that assists with the greater whole of the empire. They often employ many jobs and slaves in the process, becoming crucial parts of a community, or using smaller clan names and businesses to get across their work. Unlike a crown house, they do hold the perk of having more unlimited space and more often expand or lend outposts across the cities and empire to do their work. If Rum begins to set up a new castle in the capital, it doesn't seem so good, but Fang must have outposts and trade routes it can use across the empire, because the Empress has empowered them as the major provider for agriculture. This also means that if Dragon kingdom is charging too much taxes, the House of Hunt can take their assets out of that area, and bring about suspicion or balance onto the area.
A Lord is made simply when a large Guild or friend of the empress', exhibits some potential or use for political power, and money or material to make it worth the time and concern. Some wealth is then funneled their way to build up and invest, and it often turns out well. However, this isn't some easy task. Blade and Feather are each respectively places that came into power shortly after the empire, but most of the rest were cast in the very founding days itself, with Fang even technically built over an old kingdom and stolen of its crown rights. Still, it is hypothetically possible to attain the spot by wealth, name, and service.
