This is technically a structure as it was built by developers and coded to replicate real life. It is located within the Rhizome Zone which is ever being built and expanded. There are always patches being deployed, new areas being added, and several other things that change about this area so much to the point that this project is quite honestly never completed.
Several hidden developers (who are technically ranked as Base Operatives at W.I.L.L.O.W.I.S.P.) continue to work on the project. There is not much transparency regarding the project. Many of the developers who are tasked with the assignment never step foot into the Rhizome Zone themselves. It is also believed that some of the people who work on the project do not know the extent at which their programming is being used.
The vast worlds located within the Rhizome Zone are always being reworked and updated, even if the developers deploying the updates are not fully aware of how, when, or why it is being done.
The world is very expansive but, while it is possible to make it to the edge of the world and glitch out into nothingness, this is heavily gated. Preventative measures are always taken to ensure that operatives who traverse this simulated area are fully immersed to the point that they forget they are inside of a simulation. If an agent were to find the edge of the world or discover a glitch, it may be detrimental to their mental state and confusing to the point of the agent abrupt
