Sylvenas
An infamous necropolis, Sylvenas was once a thriving High Elf city. During the Great War, it was famously the only city to refuse surrender to Gorax the Destroyer, under rule of the aristocrat Lord Aerendyl. The overlord's death has directly caused the mass death of both its inhabitants, and the Hero of Sylvenas. It's directly responsible for its current state.
Thanks to the immense explosion of evil magic energy, Undead now aimlessly wander the city, mentally stuck in the time right before their deaths. The now unliving inhabitants are unaware of their state, believing that Gorax's army is still at the city gates. They often spout prayers to their gods and appear to be looking for their loved ones in the chaos of war they believe themselves to be in. The Undead that speak like this are not known to attack the living without provocation, but those who do not are mindless undead and will attack adventurers brave enough to venture inside. The fights between those and adventurers usually don't rouse the non-mindless Undead, given their mental state.
At its edges, buildings are usually nothing but ruins. But should an adventuring party be brave and wise enough to make it deeper into the necropolis, they'll find buildings that might be badly damaged, but are still standing thanks to the sturdiness of their stone. More powerful Undead walk this area, and more will mindlessly attack. Should the group survive: they'll reach the palace, which acted as both a town hall, and the workplace and residence of the monarch. They will meet Lord Aerendyl, who now lives on in Undeath as a quite powerful Revenant. And while he can rival a Lich in both personal power and numbers, he is surprisingly peaceful for his kind. He is likely to act suspicious to visitors, and one would be wise to mind their words around him as he is Undead nonetheless. But should you remain polite, then he will spare those with pure intentions. Honesty is the best policy in his case, as he's know to attack liars.
An adventurer's best chance to survive in the necropolis that is Sylvenas is to treat the Undead as if their perception of their situation is correct. For example: if a wandering Undead comes up to them and asks in a desperate voice where their aunt is, then it's best to point in the distance, say: "She's over there." and hurry along their path. They are likely to attack should you try to correct them. Should you encounter Lord Aerendyl himself, then it's best to be clear about the intentions of your visit.
Sayen famously visited this Necropolis to make up for the Undead numbers that he failed to control by himself, in order to better make his case for the nations of the world to mount an attack on the Cult of Azdar. Hearing his plea, Lord Aerendyl agreed to fight under Sayen's banner.
Demographics
Predominantly High Elf. Wood Elves, Dark Elves, and Humans are also common. Dwarves and Gnomes did live there, but were a rare sight.
Most of the population were craftsmen: blacksmiths, tailors, etc. There were also many innkeepers, as business was often booming with a working crowd looking for a drink at the end of the day. Nobles often were traders: it wasn't uncommon for them to own a merchant convoy. The city had its own army, mainly consisting of the Elven races.
Government
Sylvenas was an aristocracy: a select group of noble families were involved in politics.
Defences
Stone walls, with mobile cannons set on top. The location of the barracks at the edges of the slums often allowed them to respond to threats quickly.
Industry & Trade
Sylvenas' most important export was fabrics: the city was famous for its clothing. They were considered the height of fashion, and were said to be sturdier then clothing made anywhere else. Rumor has it that its threads were spun with mythril within them, and mages often preferred robes made in Sylvenas. They were also known for militairy might: many other cities did not dare lay siege on Sylvenas, and opted for trade treaties for its resources instead.
Infrastructure
Its buildings were mainly made of stone, save for the slums made out of wood buildings standing upon a small foundation of stone. Sylvenas had multiple craftsmen working there: blacksmiths, tailors, etc. It also had two magic-powered factories, which gave it quite the amount of status for a city of its size. The soldier's barracks were often near the edges of the city: they were often an unintentional social border between the slums and the rest of the city. However, being a soldier was considered an admirable profession overall.
At the center of the city lies the town hall: Lord Arendyl's residence and workplace. The nobles running the city only worked there, but most had homes nearby. The town hall has a courtyard in the middle of it: nowadays, Lord Aerendyl often wanders aimlessly through it, and you're most likely to find him here.
Assets
There were tailor stores for any level of income, and many inns for travelers to stay in.
