Yuan-ti Kingdoms
The yuan-ti kingdoms are a loose conglomerate of noble houses, fiefs, and duchies that share a common purpose-- the acquisition of territory, wealth, and slaves.
The yuan-ti were already down-and-out before the time of the Flood, but the apocalypse leveled the playing field for them. Now, they're back with a vengeance, and have proven themselves to be a formidable force. They are only loosely aligned, and it would take an incredibly strong leader to rally them under one banner. Until that day, each house in the Alawhazi seeks to further its own goals at the expense of the others.
(Much like the Dark Elves of Morrowind), the yuan-ti have laws against murder, but assassins can be hired after the legal purchase of a writ of execution.
The yuan-ti are prickly and cold to outsiders, but not overtly hostile. They're always seeking profit, and murdering potential buyers is bad business. Outsiders also make good tools to deal with dangerous threats, like the lizardfolk. However, outlanders who are perceived as weak often end up captured and enslaved.
Slavery is common practice in the yuan-ti kingdoms, considered both legal and honorable. Slaves are used for all manner of menial labor, especially the harvest and processing of scrap metal from the Wreck Plains.
