Tsar's Highest Circle
Structure
This is a group of twenty to fifty ministers (traditionally chosen from the nobility), they are theoretically equal however their difference in rank means that this isn't completely true.
Culture
They believe that they have a divine right to rule on behalf of the Tsar but often act against the best interests of the country.
Often, their meetings descended into drinking parties and extravagant meals while the people suffer in poverty as a result of their decisions.
Public Agenda
They claim to be looking out for the interests of the country but they often legislate with their own best interests at heart rather than what is best for the people.
Assets
Strictly, they have no access to any wealth or materials but as they have the ear of the Tsar they are able to manipulate their way into spending national wealth on their personal projects and persuade him to give them land and titles to increase their own power.
History
I am still not clear as to when this organisation was established as it evolved over time rather than through a setting out of their role and responsibilities in one document.
From what I can tell, they were at the hight of their power during the reign of my grandfather when his friends were able to wield unrestrained power under the weak Tsar.
They were disbanded under my brother's minority due to my mother's influence and a Regency Council was established instead.
Disbandment
My mother had always disliked the rule of this group so when my brother came to the throne as a small child she had them removed in favour of a more meritocratic council.
