Dream Shallows
The Dream Shallows is a small town and is one of only two ports on the whole of The Moon Coral Atoll, it acts mainly as a research and hunting outpost. As the Moon Coral has few viable resources apart from its fish this town is mostly small with it's population boosted by two groups. First are seasonal workers, who come in to hunt the fish. These hunters collect exotic game for collections, exhibitions, and extremely luxurious banquets. However the anchor of the the town are the two research institutes, one from Research Institute of Seven Crowns (RISC), and the Guild of Inquiry.
These two institutions send back and forth a constant supply of researchers, often sending out expeditions into the deep coral looking for artefacts or to record the nature of the coral itself. This provides income for guides, for local suppliers and allows the town to maintain a small permanent population.
Demographics
The people who live here are a total mix of different groups. Most were driven here by a desperate need to disappear. Notably absent are gnomes and halflings, the Shallows can be very dangerous to their kind as The Coral Folk tend to take an intense interest, in comparison to their general cordial politeness to the other inhabitants. The most numerous population is that of humans, they are some of the only people who tend to live here for generations, with the head of the town being a mayor, whose family have been here for four generations.
Infrastructure
There is little infrastructure here, the outcropping of rock that the town sits in keeps the coral at bay, however, it also constrains the town. A flow of water seeps out of the Coral through town and gathers in the baths below. This supply of water is the lifeblood of the town, providing water and also when followed offers a way into the Coral to hunt without getting instantly lost.
History
The town has existed in a few states over the centuries, its most recent incarnation came after the The Pact was signed as a joint venture between the great powers that be. Currently it operates as a free town, with both Caspi and Rasht agreeing to help keep it supplied and protected. This leaves it in a precarious position. It has had to look after itself on numerous occasions since its inception when relationships have soured.
Geography
Nestled into a depression of rock that seems to have avoided the cloying fingers of the Coral the Shallows is hemmed in on all sides by fingers of broken marble-like Coral. It sits deep in a depression that often leaves it in the twilight in the mornings as the sun is blocked by the netted coral.
