A formal meeting is set up between the Council of Three, the executive body of Dustria City, and Cole Johnson, CEO of Gemstone Industries. At the meeting, a proposal is made by Cole Johnson to integrate Gemstone Industries' QUARTZ-Bots into law enforcement as a force augmentation. Richard Briggs and the Special Investigations Team are highly against this as they have encountered several QUARTZ-Bots in the field, and know how dangerous they truly are. At the request of the Council of Three, the SI Team and the 17th Precinct's SWAT Squad are summoned as the security for the meeting, given the recent rise of dangerous criminal activity in the city. Not long into the meeting, a shot is fired through the window of the meeting room and kills Daryl Carswell and Sophia Long, leaving Roy Smith the lone survivor. Chaos erupts at the capital building and escort from the DCPD along with Cole Johnson's personal guard escort Smith out of the building safely, only for him to be kidnapped by a mysterious Succubus and Incubus in a confrontation in the city streets. Over the next number of days, the DCPD fans out across the city searching for Councilman Smith, with little luck. Just when all hope seems lost, the Councilman is found by a Gemstone Militia task force. In a show of thankfulness and good faith, Councilman Smith declares that the QUARTZ-Initiative will be passed immediately.
