Vice-captain

Should the Boss/Captain not be reachable for orders, the Vice/Second issues orders in their stead. As far as crew is concerned, the Vice-Captain is equal in rank to the captain, and if orders are contrarian, it is up the those two to hash it out. Crew is to follow the last order given.   It isn't to say the two don't disagree, and will often have heated meetings on the next course of action. But those are held away from the crew and a point is made to always have a unified front in the crew.   Because of the this, the Vice must exercise caution when openly contradicting the captain, and must be prepared to argue their reasoning convincingly. The Captain must also be willing to publicly conceded to the Vice's wisdom and allow his orders to be overqritten until the two can speak on the Vice's resoning.

History

When the Kidd Pirates started their voyage, there was negotiations on what level of power the four former bosses would have and who would be where in the pecking order. It was understood from the start that Kidd would be in charge, but where did Killer, Heat & Wire fall in the rankings.   Killer was under the impression she was no higher than Heat or Wire, and there was an effort made in the start to keep all three commanders equal. However, her long acquaintanceship and past romantic involvement with Kidd also made her his confident, and the one most likely to reign him in when he started to go overboard. Heat & Wire started to default to her when needing to negotiate with Kidd or crew.   Eventually, by the time they where preparing to enter the Grand Line, Killer would be unanimously elevated to co-captain by the rest of the crew, much to her bafflement. Even Kidd agreed that if Killer would give contradicting orders from his own, crew should follow hers until Kidd addressed her on why she would give such orders.
