Alarmed by the exodus of civilians from industrial worlds, Kreta ends the Sanctuary Plan. Most citizens ignore the order and continue to flee.
Kreta issues an edict ordering the execution of the family members of those who flee to Sanctuaries. This does little to slow the tide of people running, as world after world is bombed into submission by either side, or simply destroyed.
Kreta is killed when his command ship is ambushed, and High Admiral Restos becomes Hilt when announcing he has a way to end the war.
The Old Regime fosters rebellion in the province, with the intention of stepping in to "protect" the citizens. They are warned off from this final step by the Triad.
Retos is killed in battle leading an assault against Karanos, but succeeds in rendering the world uninhabitable. Fleet Admiral Fer'at of Solaria becomes the first non-Mykentian Hilt.
Monsos joins the Triad to replace Karanos, and it immediately becomes clear that the three members of the Triad have very different ideas about the shape the Republic will take after the war. Centos favors restoring the Republic as originally constituted. Anatos wants a restoration of the Republic, with the members of the Triad holding permanent seats on the Heunos, and possessing additional veto powers over the Hilt. Monsos advocates waiting for some time following the war to reconstitute a government, calling for a return to "normalcy" under Triad administration before creating a permament, unified government.
An agreement is reached between the Triad and the Republic bringing an end to the destruction of planets and the bombing of population centers. The Sanctuaries are declared inviolate and will not be attacked by either side.
High Admiral Elisos destroys a Triad base in the Centadi system with a World Destroyer in violation of the agreement of 668. The Triad declares the agreement void and immediately deploys its World Destroyers over the protests of both the Hilt and High Admiral of Monsos.
Elisos becomes Hilt after Fer'at is killed in battle attempting to destroy a Centos World Destroyer.
Fleet Admiral Kosos, ordered by Elisos to activate the final available reserve forces, has realized the war is all but over and the Republic is likely doomed to fall. Having seen fleet intelligence on the disagreements between the Triad members, he knows they will turn on each other once the Republic has been removed. Looking for somewhere to go, he scoured the records of surveys searching for a new world which was at, or about to reach the established technological threshold for contact. He settled on the completely unheard of world of Earth, which lay strategically between both Anatos and Monsos. If either gained control of the world, they would be able to shape the history that was presented and bring a dynamic new civilization in blindly on their side. There was also the possibility of one of the rogue Republic fleets doing the same. He immediately began making preparations.
Elisos is killed in battle over Anatos itself, in a last, desperate attempt to buy time. Rear Admiral Taras assumes command of the fleet as the senior surviving officer and names himself Hilt. He declares that the Republic will never surrender until every last man, woman, and child is killed.
Triad forces attack the worlds of the Home Line, immobilizing Home Fleet and striking with their main force at Mykentia itself. A civilian uprising on the planet overthrew Taras, the Speaker of the Assembly temporarily assuming power as the head of government, but not claiming the title of Hilt. They immediately surrender to Triad forces, who do not reply. A mass evacuation of civilians, led by the fleet carrier Defender of Hope ensued out of fear the Triad would use one of the World Destroyers with their fleet on the planet itself.
Fleet Admiral Kosos arrives in orbit of Earth twenty minutes before the first forces from Anatos. He immediately makes contact to declare his neutrality and that the world is under his protection. As he is negotiating, a Second Republic task force arrives, immediately opening fire on the Anatos forces. Considering the negotiations a delaying tactic, Anatos engages Kosos as the larger force.
