An orphan from St. Petersburg, Russia, he was brought to the United States by Leon Thomason to be the partner of Paul Thomason. Following Paul's suicide, he would become Leon's personal assistant. Following the formation of the Terran Imperium, Leon would resign as President of Thomason Holdings to becom Consul of Internal Affairs. He would be replaced as company president by Michael Thomason, opening a position on the Board of Directors that would be filled by Volkov. He would hold this position until his death in 2098 CE/740 MY.

Was an accomplice in the murder of Paul Thomason, and used this knowledge to blackmail Leon Thomason. He would force Leon to allow him to continue living in Paul's house and hiring him as his personal assistant. He would use his access to information to maintain his position, ultimately gaining his position on the Board of Directors.
