The Unified Empire of Pandora
The Unified Empire of Pandora is the sole (nominally) governement who rules over Pandora. Lead by LIlith of the blood of Leos, the empire dictates the law and lives of it's subject.
All are under command of the Empire and all must obey it.
Structure
The Pandoran Empire works in a state of semi-constititional monarchy. There is a senate elected by the people, with a council formed by the heads of each state of the Empire. The Empress rules overall and has a right to veto that they can use once a year. Eah nations are very independent and can rule themsleves and pass their own law.
Culture
Their culture center around technological advancement, religiion, military might valor, community and the value of tradition.
History
The Empire was founded by Leos First of his Blood and will be expanded by his descendants over the course of Millenias. By the time of the rule of Lilith of the blood of Leos, the Empire ecompasses the entire planet and it's moon.
Demography and Population
The Empire of Pandora ecompasses all of the planet and all living Pandoran's are considered it's citizen. The average citizen can live to their five-hundreds in most cases.

Military
The Military is under the control of the ruling Monarchs and right under them, the High General. It is mostly omnipresent but passive and acts vert rarely, it is also quite small for such a vast territoru. The troops are however higly trained and can dispacth eaisly a dozen of Pandorian on their own?
Technological Level
The Empire has achieved a significat technological advancement. the average citizens can have acess to a planet wide network, cellphones and computers, holographic technologies, advanced AI, high-tech prostetics and many more.
The Governement has acessed to even more advanced technologies such as space navets, god AI's, Energy weeaponry.
Religion
The Empire is composed of many people and many religion. While it does a religion of state, it also activelly sponsors other religion and respects the religious traditions of each territory.
Laws
The Laws are categorized in two major categories :
First class laws : laws that are enforced in all the empire equally ex : violent crimes, traeson, finantial fraud, thievery and others.
Secind class laws : specific laws that are only enforced by a local governement ex: traffic, enviromnent, religious, cultural
Laws are enforced by local and Imperial Police. Punishement are given for the gravity of the crime, for thievery one might go to counseling and community work in the other of the end of the spectrum violent crimes (rape, murdore, torture...) one might be executed.
Agriculture & Industry
Agriculture is often done on the country side by famalies having owned those lands for generations. Many of them having grown quite rich over the generations.
The Empire dabble with all the types of Industries from the production of Silk to making of new genration technology.
Trade & Transport
The Empire follow the principles by the free market, but it this supervised by the Banks. If a risk of inflation or deflation the Bank will raise or lower the prices to avoid an economic collapse.
The Economy is also dominated by the mercantile clans who specialize in trade and production. Most of them are from the Archipelagos.
Goods are transported in many different ways such as train, ship, convoy, and aircraft passing in or out of the Atmosphere.
Education
Schooling is mandated to all citizens and children from the ages of five to nineteenth.must go to schhol. There they will learn to read and write in both Standard Imperial and their local language, taught the Imperial and Regional History plus scientific classes (mathemitcs, science and chemistry) and cultural (art, music, culture and religion). Oce they have finished their regular schhol years Pandora can chose to enter the work force, learn a specific trade or go for an higher eductions in medical, scientifical or legal fields.
Infrastructure
The Empire has many Infrastructures to ensure its own health such as :Aquaducts, Road networks, airports, bridges, town courts/halls, walls, starbases and many others.
