Since the Brotherhood's crash-landing in Chicago, they have been at great odds with the Chicago Enclave. By 2197, The CMBoS had control of most of Chicago, and by 2199, they had taken the intact area of the city. The few Enclave members they kept as prisoners of war were viewed as too valuable in terms of talent to execute, despite the Western BoS's orders to do so. Not wanting to comply, the Paladin in charge of the Chicago operation commenced Operation: Deadbolt, in which they would fold these prisoners into their ranks and subsequently cut contact with all other BoS chapters to avoid punishment.
