The group decides to go South to a town called Refuge. The town is populated by former Joplin residents as well as those displaced by the Route 66 Caravan's expansion. Clara convinces Joey and Roxanne that Rhett Marston, the Caravan's owner, must be held responsible for theirs and these people's suffering.
