Hé Cha Waktà Aphé Wakpá is one of the two leaders of the Lousiana Territory. He's the more level-headed one, and acts as the head judge.

History
Before the French sold Louisiana to the United States in 1803, Hé Cha Waktà Aphé Wakpá acted as the War-chief of the Siouan-Yuchi vampire community. He met Betsy in 1804, when she trailed behind Lewis and Clark on their expedition through the territory. Through a series of tense negotiations, the two decided to end the hostilities of their communities, and enforce their vision of this peace throughout the new @Lousiana Territory.
