Jeremy Stone
Jeremy Stone is a higher up ORCA administrator and the head of operations for Europe. A cold and stubborn Englishman, he is disliked by most people and considered very unhelpful. People avoiding interacting with him, bringing issues to his attention, or asking for his advice, and often talk about him as some distant authority who should be avoided. Nonetheless, he is a very efficient administrator and bureaucrat who gets others to do their jobs even if they hate how he does it. He is stationed at the central headquarters for the European theatre, Europa Base, a castle in Switzerland, a fact which makes people resent him even more.
