Hyvamto-Rkhërn

The Hyvamto-Rkhërn, or Hyvamto-Rhkërn, was the Hyvamto or king/ruler of the Kairn Tribe from its inception in late 25020 AYM to its demise in 22711 AYM. The position was very close in political alliance to the Hyvamto-Rhïlýrhonid of the Ïlýrhonid for all the years of its existence, and both of these very often collaborated in their mutual defenses against the tribe of Varhoŋïð-Khalúš.

Style of Government

Being a governmental role of the Hyvamto style, it possesses all the characteristics thereof. This includes a single, autocratic ruler with some arbitrary amount of checks and balances, and a legitimacy based squarely upon such ideological or cultural stance that pervades throughout the ruled organization.

Checks and Balances

For the Hyvamto-Rkhërn, the effectiveness of the rule was limited by the Volain Forest in which this tribe was based. Being so dense, the forest limited communications and colonization efforts to a certain degree, mainly the Avï-Arfarot, or the system of cities and roads that allowed one end of the tribal land to communicate with the other. As such, the Hyvamto-Rkhërn's main means of jurisdiction were the sending of orders to certain cities, and the medium of these orders, which constitute part of the Gaðërïŋ-Khërn-Hymlona, were the wood, vines, and other resources that surrounded them. The limited area one could write on these required that messages and orders were curt and/or highly riddled with abbreviations and other symbols. Furthermore, given the difficulty of maneuvering through the Forest, it was left to each individual or city to decide whether to obey or disobey the orders the Hyvamto-Rkhërn sent. The ideologies of the tribe largely kept these to the former, but its effectiveness would diminish as time went on.
