Vemannta, the canvas city

The city of -name- features in Fywnti slang as a non-place, similar to “the back of beyond” or “between here and never” in other languages, which has lead many to believe it doesn’t exist. For most of the year, they would be right, but the tent-city is rebuilt every year by the Julim who gather together en masse to celebrate the deaths and births of the past year and mark the beginning of the new year at their Uksinaudh (parliament).

Coming from all over North and South Erwa, and arriving by road, river, and rail, Julim congregate around a tiny hamlet, also called Vemannta, swelling its population by tens of thousands for four weeks before dispersing. The hamlet’s permanent residents are also Julim who - mainly because of age or infirmity - have put down roots in the area.

Government

The three functions of the gathering are a family reunion, new year's celebration, and convening of the Julim parliament.

The Julim government comprises the elders of each community, who come together to discus major developments, including changes in their countries of residence that might restrict their ability to travel or work and how to respond to them, and any new lore or law that they may wish to repeal or adopt for themselves.

Districts

Vemannta sits in the valley of the river Lautjar, between Barland, Marad, and Orstadland. As the city grows, it becomes naturally divided into districts, with family groups making camp near each other, while those groups that travel with menageries try to manage their animals’ needs.

Being circus folk, Julim are cautious about fire and build the city with wide thoroughfares that act as firebreaks.
