Mudlarkers
Sometimes outlaws and sometimes treasure hunters, mudlarkers have rejected a life of safety within the city walls in order to forge their own way, living and working along the Shifting shores.
Living within a complex and shifting hierarchy, mudlarkers are most often seen after a storm, combing the resulting debris for artefacts that they can sell on or gift to their Lhãoufre.
The first mudlarkers were soldiers whose loyalty to the defeated de Rosa royal family made them targets of the new king, Tadeu Câmara I, following the Quelan civil war. Exiled from the city and driven into the Shifting shores, they were left to die, but instead formed their own civilisation among the wreckage and debris of past Ages.
Mudlarker society is hierarchical, based on a series of alliances to one of the many Lhãoufre - "dirt kings" - who collect the dangerous arcane artefacts that wash up on the shore. Each Lhãoufre claims dominion over a patch of the debris field and the finds contained therein. They vie for supremacy of the shoreline and tidal pools, where the strongest artefacts are found.

Shared customary codes and values
Mudlarkeers are individually non-cooperative, though their Lhãoufre may "call their banners" and summon a number of their underlings to their aid in a time of need. Despite their hostility towards others, a mudlarker's currency is loyalty and trust; for good or for ill, they will always keep their oaths.
However, a Lhãoufre who has been stingy with their gifts, overly aggressive, or generally a poor leader can and will be overthrown by their underlings. Mudlarkers have no time for incompetence or greed.
Common Dress code
The attire of the mudlarkers is practical and shabby. Oilskins and woollens predominate, but often in so many layers that the species underneath may be difficult to discern. They accessorise with found trinkets and gifted artefacts, showing off their Lhãoufre's favour as a mark of status.
A Lhãoufre is marked out only by their tiara, circlet, or diadem - a mock-crown to indicate their status.
