Alchia Strategy

The Alchia Strategy is a report commissioned by the Government of Alchia. It outlined different ways of finding renewable sources of energy to ensure the planet and its people could survive. However, it is known for one particular chapter which has since become controversial.
One method details how alternate materials and sources of energy can be found. This includes travelling to other planets to take whatever resources they can. At the time, this proposal was meant to be a last resort, some political figures saw a way to use it for their own ends.
The Aliki
On Alchia, the Aliki were the minority in everything but numbers. According to some, they were not represented in most governments and were treated quite poorly, or as extra space. To get them to do something worthwile, some politicians put together their own proposals and sent it to the few Aliki governments. Their idea was to pay skilled members of the Aliki to solve the problems they had created themselves. If they succeeded, then they would have a seat at the table and be represented across the world.However, the truth became apparent after many had signed up to help. The proposal which was a last resort was now a way to get the Aliki to do work while getting rid of them from Alchia. While many left in droves, those that remained decided to continue with the mission. So, those that left on the spaceships were scientists and researchers who would find better materials than the ones currently on the planet.

"We were sent to other planets to save our own dying one. I do not seek to whitewash my past. But I cannot stand to see my peers become absorbed in the delusion that Alchia will survive any longer. It won't."
The Alchia Strategy outlined key materials that were needed to keep Alchia alive. These were ones found on Alchia already, like metal ores, crude oils and timber from trees. Alchia was running out of all of these, and they could not replace them fast enough. So they turned to renewables, and new jobs were created. People with the powers of Aerokinesis or Hydrokinesis were suddenly very valuable. But people also grew old and got injured. There wasn't enough workers or elements to power entire countries forever.
So when the Aliki scientists were sent out to space, they were given a list of desired properties that they should look out for on their expeditions. The main properties included reliability, adaptability and flexibility. This led them to places outside the Alcor System, which housed reliable materials with the desired properties.
Valuable Planets
Apart from materials, there was also a list of planets that the government were looking at. These were mainly abandoned planets, which the Government hoped they could use as secondary homes. Some were marked for being "factory planets", mineral-rich planets that could be mined extensively.However, the most valuable planets were ones with life already on them. That meant the planet had already prepared itself for life, and the Government could take advantage of it. These planets (called "life planets") were further divided, depending on if they held complex or simple life forms. The Aliki were sent to the identified planets to study them further.

It makes sense that they would need to do this to keep their planet alive, but I don't see it making them popular with other planets.
