Riftshore Bastions
More Than 400 great coastal fortresses were built by the legendary Ham'Ru The Builder around "year 100 B.IW" to secure the lands from "Breakstone raiders", placed so no part of the shores are unwatched. Once a great mark of the empires militant power, they are now mostly abandoned and as far as I've heard only a third of them stands manned, the rest have been left for nature to retake. With the rise of the "Metrifian Trade Guild", established a few hundred years ago, the "Riftpyre forests" have advanced from a military breeding ground, to the great region of merchants it is today. Leading the lords of Revrile Hold, to cut most expenses from the Seashores protection and the nations great fleet.
Military Absence
The lack of guards manning the bastions, have opened up for bandit clans and cults, to seek refugee behind the great empty walls. Furthermore has the shortfall of soldiers and the rise of merchants in the region, made it an excellent area for pirates and other raiders to once again reek havoc and plunder.
