The dual events of the Massacre at Hoban in 1009 3A and the revelation that the Ibrim Mining Union had a large part in supplying Jayllin with the arcane powder she had been using to create weapons of mass destruction, labor relations in the Union, but especially Ibrim, collapsed in 1009 and 1010. The Ibrimese government especially, took the Mining Union's role in the Terror as an excuse to outlaw all labor organizing in the state. This, in turn, kicked off reprisals from the various unions across the state, including mass protests and strikes, along with the related crackdowns on both. The situation spiraled out of control as unions in other Union states began to join in with solidarity strikes, leading to widespread strikes across the entire Union, bringing economic and productive efforts to a standstill. The situation was only resolved by Maximilian Vran stepping in personally and negotiating what would become the Union Citizens Right to Unionization Act (UCRU Act which guaranteed some Union rights across the entire Union. The move was largely unpopular with powerful Ibrim business magnets and bankers, but was generally popular with citizens across the Union and, combined with Vran's actions following Jayllin's Terror, helped the president coast into another term. Despite the generally accepted names, the strikes spanned across both 1010 3A and 1011 3A, only ending entirely with the passage of the UCRU Act.
