Goblin Gangs
Several small thieves' guilds run by goblins, who are mostly independant but are willing to work together if they need to. They run their own buisness in the sewers, exchanging the things they've stolen and showing off.

Goblins who show off and have the most charisma often lead other goblins to join them.
They work with each other to pull off large heists.
When they have active investment in revenge, they will even work with other members of the underworld who aren't goblins.

Goblins are pack animals, and often protect each other. Provided it won't mean their own deaths.
Goblins have familiarity with gnomes and kobolds, as each usually dips their fingers into constructing small and strange items.
Goblins are naturally aggressive, but not neccessarily evil. Often they feel more peer pressured into crime than anything else, with most people getting into it. Little do they know this is how most goblins turn to crime.

Often seen as naught but a nuisance to most people, rarely pulling off enough organised attacks to steal anything of more than sentimental value.
They want to make nice with people stronger than them, and in fact many members of the Orc mercenaries have an agreement to protect goblins if they get them shiny things.

They only really started to work together and pull off heists in the last 20 years, almost a goblin generation.
The 4 major goblin thieves' leaders all have over 15 goblins that are entranced by their skills. Their names are Crut, Zrug, Vrik and Bucket.
