Proctor's Enclave

The Protector's Enclave stands as the beating heart of Neverwinter, a testament to the city's remarkable recovery following the cataclysmic eruption of Mount Hotenow. Once devastated by the Spellplague and the subsequent natural disaster that followed, this district has risen from the ashes to become the administrative and commercial center of the City of Skilled Hands.

Lord Neverember's vision for reconstruction, begun decades earlier, has largely been realized. The district boasts wide, clean streets lined with sturdy stone buildings, many featuring the distinctive curved archways characteristic of Neverwinter architecture. The Hall of Justice, seat of the city's government, dominates the district with its imposing façade and ornate towers that seem to reach for the heavens themselves.

The marketplace buzzes with activity from dawn until dusk. Merchants from as far as Waterdeep and Amn hawk their exotic wares alongside local craftspeople displaying Neverwinter's renowned glasswork, metalcraft, and fine woodcarvings. The recent trade agreements with Mirabar have brought increased prosperity, evidenced by the growing number of dwarf merchants establishing permanent storefronts in the district.

The Moonstone Mask, once a notorious pleasure house, now operates as an upscale inn and tavern under new management, catering to wealthy merchants and adventurers with coin to spare. Meanwhile, the docks see constant traffic as ships from across the Sword Coast deliver goods and passengers to this northern trading hub.

While the district remains the safest in Neverwinter, the city guard maintains a visible presence, their distinctive blue and gold uniforms a reassuring sight to residents and visitors alike. Their vigilance is necessary, for even as Neverwinter prospers, threats from Luskan pirates, Thayan agents, and the mysterious movements of the Cult of the Dragon require constant attention.

As twilight falls over the Protector's Enclave, magical lanterns illuminate the streets with a warm, welcoming glow—a fitting symbol for a district that stands as a beacon of civilization in the often dangerous North.
