Using the bastion rules from the new unearthed arcana rules release by WOTC, the party can aquire a property within the city.
As per the rules, these properties will contain basic facilities like bedrooms and kitchens (the number and size of them determined by the property) and also special facilities based off your class which each provide powerful benefits.
Every property gets 2 special facilities. Bastions work best with lots of downtime, so expect plenty of it this campaign. Ie. you'll complete a part of your quest and then hang in the city for a few weeks. Bastions BASIC FACILITIES

It even has its own mooring for any ships you might charter in your travels, and ample room for expansion.

Lifestyle: Wealthy
Basic Facilities: 8
Facility Spaces: 1 vast, 6 roomy, 1 cramped
Cost: 15250gp Prashad does of course already have his home/office, which I'll say has 1 roomy and 1 cramped basic facilities. But you'd need to pay the costs to add special facilities (which you won't for the pre-build homes). Ultimately, the major difference in these is for rp purposes. But there are some distinctions. For example, being inside the old city makes your bastion almost impossible to attack as it's defended by the cities walls. Basically, when bastion events happen, I'll pick an option more befitting your location.
Ie. if you're wealthy, you're more likely to have a visiting noble than a thief. I'll also rule it that you can expand without constraint. I won't force you to go through planning permissions or consider the footprint of your bastion, for simplicities sake. But bear in mind construction might attract more attention in the more impoverished areas. I'll probably send the bastion rules into the discord for anyone interested.
