Disbandment
The Indigois leadership's refusal to help the decimated Azuarai district rebuild leads to a rise in anger and resentment, leading to the Azuarai district becoming more independant.
In the wake of the attacks from the The Saw-Scaled Vipers, those living in the external Azuarai districts are angry at the lack of help, and demand that Lindan Crayfoot and the council help rebuild their district. Lindan refuses, claiming that given his peoples' inability to move outside the walls during the attacks, the inner districts are suffering shortages themselves and need to focus on rebuilding their supplies. This furthers angers those in the Azuarai district, and many of the Indigois too, who have been their friends and neighbours for a long time. As a result, over the following decade, almost all the Azuarai and more of the Indigois moved into the Azuarai district and helped them rebuild. With the fresh labourers, work went faster, and they were able to re-establish their woodworking trade and form an informal militia to better protect them from threats like bandits. They develop an informal council, though hold back from outright declaring independence in case the Rose Guard are sent to force them back under the full control of the council. Within the walls, the population's opinion against the council mostly soured, leading a paranoid Lindan to increase patrols by The Rose Guard.
