Civil action
Lindan, encouraged by his council, takes a number of political actions that make life harder for Azuarai citizens. A gold mine is opened near their holy circle, despite their protests. As a result, many Azuarai citizens become ill at ease and begin constructing their own district outside of the city walls.
As discontent grows among the Azuarai in the wake of the miners' deaths, the council urge a nervous Lindan Crayfoot to tighten political control, lest the Azuarai attempt to seize power. Unwittingly making the situation worse, Lindan Crayfoot, encouraged by his council, makes a number a bureaucratic changes. Resources that had previously been gathered and managed communally, are placed under the control of some of his strongest Indigois supporters (mostly relatives and friends of his council). Access is tightened, especially for Azuarai citizens, under the excuse that to avoid shortages, greater care must be taken. While all citizens can access the basics of life, this makes it hard for Azuarai businesses like blacksmiths who depend on a steady supply of iron and such, to grow and provide for all citizens. Whereas Indigois businesses, who can still access all they need, can provide for all needs and therefore have the advantage and begin to outdo their Azuarai competitors. Additionally, when gold veins are found running close to the Azuarai circle, Lindan, again encouraged by his council, orders the construction of a mine there over the protests of Azuarai citizens. As a result of these actions, a number of Azuarai become ill at ease and increasingly distrustful, and begin to construct their own district outside the city walls.
